Dubbo City Youth Council
Meets in the Dubbo Library 4pm, 1st Wednesday of the month. It is a forum for anyone, 12 to 25 years of age, from the Dubbo Council area to have there say on issues affecting local youth. It is also an opportunity for enterprising youth to provide activities and support other services in providing activities and education for local youth. This group has been instrumental in kick starting projects such as the Dubbo Skatepark and Dubbo BMX track.

Principle 1: Looks Listen and Learn.

Every one likes to be treated with respect. If we treat others with respect, they will mostly reciprocate, and treat us that way in turn.
Principle 3: No Play, No Play.
If you don't choose to abide by the above principles (or rules) you will be excluded from the game. This makes it safe, fair and fun for everyone.
Principle 4: Eat well, Live well.
Getting enough food isn't an issue for most people in our country. Eating healthy food can be a challenge however. iKi helps with simple, achievable guidelines for this
The iKi Pledge
iKi Values encompass individual, family and community ideals. They are based on the values of most nations, communities, sporting teams, educational organisations, schools and so on. The difference is that the iKi Program provides a form of presenting them which is instantly adaptable to any situation.
An example of an iKi pledge:
“I Pledge to be the best I can be, Happy, healthy and strong A good member of my family, And a Contributing member of the community.”
Community
A large part of Self Reliance comes from feeling that we are a part of a strong community. By always applying the Principles and Pledge the classes are safe and fun for everyone. An extension of the community ethic is the provision of an ‘online community' for iKi Instructors and iKi students. Instructors and students can preview new tracks and techniques for the iKi program. Additionally you can participate in newsgroups of your peers to discuss challenges and insightful methods of getting better results.

Midnight Basketball
MIDNIGHT BASKETBALL
Midnight Basketball is a diversionary programme for “at risk” youth by getting them into a basketball stadium on Friday nights. Through a combination of basketball tournaments and life skills workshops, it aims to offer an intervention that:
• engages a diverse social mix of young people in its programs,
• contributes to community and individual capacity building, and
•
is sustainable over time.
The program achieves this by providing an attractive, healthy and productive alternative for young people when they are most at risk of harm, including self-harm or anti-social behaviour and when other community services are not available. The sustainability of the program is achieved by building a Community Committee of key stakeholders as the first step in every community.
Midnight Basketball aims to make a positive contribution by:
•
providing young people with a safe, healthy and positive environment at times when they may be vulnerable to harmful and anti-social behaviour,
•
combating drug, alcohol and other physical abuse by young people,
•
supporting the learning needs of young people and providing them with encouragement to participate in mainstream society and their local community,
•
providing positive role models and reinforcing the importance of self esteem among young people, and
•
diverting young people in areas of need from the risk of anti-social and criminal behaviour.
The program has run internationally for over 20 years and in February 2006, Midnight Basketball Australia brought the successful model to Australia for a pilot tournament in the Redfern Waterloo area. Following a positive evaluation and strong support from the community, further tournaments were held and Midnight Basketball as an organisation was formed.

School holiday entertainment can be quite a juggling act.
Keeping the kids entertained through the school holidays can be a juggling act at the best of times. But Circus School is back again and is certain to keep them entertained AND teach some skills they’ll have forever.
After a highly successful run of workshops across the region in the July school holidays, Orana Arts & Circus West are teaming up again during the October break to bring the ARTstreet Circus and Facepainting workshops back to your town.
ARTstreet is for kids aged 5 years and over and it’s absolutely FREE to participate! Kids can learn some of the tricks of the circus trade in a fun & energetic 2 hour workshop to be held in Dubbo, Trangie, Narromine, Gilgandra, Coonabarabran and Dunedoo from October 6th to 12th. The project is funded through the Dubbo Youth Foundation (Dubbo workshops), Communities for Children & Bubblegum Inc (Narromine & Trangie workshop) & Sport & Recreation, a division of Communities NSW (Gilgandra, Dunedoo and Coonabarabran).
Youth Trainers from Circus West, Ash Blenkiron and Richard Sullivan will teach students circus skills in poi, diabolo, staff, hoop and juggling. These are skills that are easy to learn and fun to do. Orana Arts staff member, Merryn Spencer will also demonstrate face-painting techniques that are sure to bring out the artist within and provide hours of fun and enjoyment!
Orana Regional Arts Development Officer, Merryn Spencer, says the enthusiasm shown by kids who attended the July workshops was quite phenomenal as were the numbers of participants at each. "Many kids today show a great interest in performing arts and these workshops are designed to give kids a chance to not only try something new but also to develop the skills they may have already learned through attending a workshop previously. We are excited to be touring ARTstreet for the third time! The kids have so much fun" Merryn stated. "It will be exciting to see how much they remember from last time – and watch them build on their skills with some brand new tricks".
Paul Woodhead, Founding Director of Circus West, is pleased to be able to send youth trainers out to towns across the region to share the skills they have learned over the years. "Circus West has been operating out of Dubbo West Public School and Dubbo College Delroy Campus for 18 years now – its always great to give our youth trainers the opportunity to share their skills and enthusiasm with other youth in the region. We’re really looking forward to catching up with students who have been through the program before and seeing their progress as well as introducing circus skills to those who haven’t had the chance to become involved in ARTstreet." Paul said.

Sister City Officer - Dubbo City Council
Dubbo City Council's Sister City alliances provide Dubbo with opportunities to share information and learn more about other cultures. Dubbo currently has formal Sister City arrangements with two international cities and two Australian cities. These are Newcastle and Warringah in NSW, Minokamo in Japan and Wujiang in China.
Dubbo City Council runs a reciprocal student exchange programme with Minokamo. Each year 8 students are sponsored by Council to visit Minokamo for 10 days while Dubbo welcomes a group of 10 Minokamo students each August. This program is open to all Dubbo High School students aged 15-18. Advertising for applications to participate in the 2011 programme will commence in February 2011.
Council also welcomes expression of interest from Dubbo students and their families to host a Minokamo student during their visit. Its a really fabulous experience for the whole family and a great opportunity to learn about another culture. Please feel free to contact the Sister City Officer for more information on the Student exchange programme, home hosting or our sister cities.

The MOB - Dubbo Presbyterian Church

CDAT (Community Drug Action Team)
Community Drug Action Teams (CDATs) are coalitions of volunteer community representatives and local agencies set up to look at the impact of drugs in their community. Each team operates according to the objectives of the NSW Drugs and Community Action Strategy and focuses on discouraging the misuse of drugs and alleviating their impact on the local community.
Each team works to reduce the local impact of drug problems by identifying gaps in services and working with organisations and other community groups on local projects. Common types of CDAT activities include:
- drug information and education eg community forums and information expos
- information gathering and research such as a flyer listing drug and alcohol services in the area
- safe environment and prevention activities like drug and alcohol free events for young people
- service/community partnerships eg a local retailers’ voluntary code of conduct covering the sale of solvents to young people
CDATs are usually made up of community members, including parents and young people, representatives of youth and community organisations, local councils, chambers of commerce and Government agencies, in particular health, schools, police and community services.
What does a CDAT do?
- Identify drug-related problems in their local community
- Identify gaps or potential overlaps in local services which work on drug-related issues
- work with organisations and other community members to meet community needs
- develop a Local Drug Action Plan describing how to take action on local drug-related issues

The NSW Government supports a fair public housing system in NSW that meets community needs well into the future.
Public housing is affordable housing for people who are most in need. To ensure that public housing assists those in greatest need, eligibility limits for public housing aim to identify people who need support to help them live independently or households on low incomes who have problems finding affordable housing in the private rental market that is suitable for their needs.
New tenants are offered leases with a fixed term of 2, 5 or 10 years. The length of the fixed term will match the tenant’s need for public housing. This will enable Housing NSW to assist more people over time. These changes also apply to applicants and tenants of Housing NSW and Aboriginal Housing Office (AHO) properties managed by Housing NSW.

Policy
The Department of Housing may provide housing to people under 18 years of age, who are not being cared for by an adult (minors) if:
- Public housing is the best way to meet their accommodation needs, and
- We are satisfied they are able to meet the obligations of tenancy.
When a minor applies for public housing we will work closely with the Department of Community Services and other agencies to determine the best way to meet their needs.
We will assess a minor’s capability to care for themselves and to meet their tenancy obligations.

Background
A minor is a person under 18 years of age. Minors who apply for public housing are often in crisis and may need assistance to take on the responsibilities of tenancy. The Department of Housing will explore housing and support options with the Department of Community Services and other support agencies.
Entitlement
If minors are approved for public housing, the Tenancy Agreement will be explained to them by the Public Trustee or by a solicitor.
A minor approved for public housing has the same rights and responsibilities as other tenants. This means they must be able to successfully maintain the tenancy, that is, pay the rent, pay the water usage account, look after the property and get along with neighbours.
Minors may be eligible for other Department of Housing support, such as Rental Assistance. They may also be eligible for assistance from the Department of Community Services (DoCS).
Ability to Sustain a Successful Tenancy
To be eligible for public housing, the applicant must be able to sustain a successful tenancy. This means that they must be able to meet the obligations of their tenancy, with or without support. When determining whether public housing is the most appropriate housing option for an applicant, the Department considers whether the applicant is able to:
- Pay their rent
- Pay their water usage account
- Look after the property
- Not create a nuisance and annoyance to their neighbours
- Live independently with, or without, support
- Live in the property on an ongoing basis.
Where the applicant needs support, they must show that they have access to appropriate support services. The Department does not provide health related support services. However, staff will make referrals to other agencies in situations where the applicant has not accessed available support services.
If there are concerns about a person’s ability to live independently the Department will request permission from the applicant to:
- Obtain a living skills assessment from an external support agency, or
- A independent living skills report from their support worker.
There are four criteria that need to be addressed in an independent living skills report. The criteria are:
Financial Management
- Person has the ability to manage their own finances, or
- Their finances are managed by the Office of the Protective Commissioner, or
- They can demonstrate that a third party is managing their finances.
Property Care
- Person has the ability to maintain their home in a satisfactory condition, and
- Not cause property damage.
Personal Care
- Person has the ability to look after their basic day-to-day personal care needs, or
- They are supported in this function by a service provider such as Homecare, or
- They are supported in this function by a carer.
Social interaction
- Person is able to live in close contact with others without causing nuisance and annoyance, and
- Be responsible for their own conduct as well as the conduct of their visitors.
The results of the living skills assessment or independent living skills report will be used to determine whether the provision of support services and public housing is the most appropriate response to the applicant’s housing and care needs.
